1. Prioritize Shuppet, Sableye, and duskull
As of now, Sableye is the only one of the new Ghost-types that can be Shiny. Although there is no confirmation of increased odds to get a Shiny, there most likely are. We saw increased chances for Shiny Magikarp during the Water Festival, so it's safe to assume that it will carry over for Sableye.

2. save your rare candy and pinap berries
However tempting it may be to give all your Pinap Berries and / or Rare Candies to the new Ghost-types, it is better to save them for the bulk of Generaton 3. Only use these resources if you already have a large stock of them built up.
3. save Misdreavus, murkrow, sneasel, and duskull candies for gen 4
Yes, we just got our preview of Generation 3 and are already talking about Generation 4. But it is worth talking about, as many Pokémon in Generations 1, 2, and 3 got new evolutions. It may seem premature, but we don't expect another Ghost-and-Dark-type event before Generation 4, so this is your best chance to get the Candy you need.
MISDREAVUS: Misdreavus will evolve into Mismagius in Gen 4. We expect the evolution to cost 50 Candy.
MURKROW: Murkrow will evolve into Honchkrow in Gen 4. Like Mismagius, we expect the evolution to cost 50 Candy.
SNEASEL: Sneasel will evolve into Weavile, a very great Pokémon, in Generation 4. We expect the evolution to cost 50 Candy.
DUSKULL: After evolving to Dusclops, save those Duskull Candies. Dusclops gains an evolution, called Dusknoir, in Generation 4 that will make it a better Pokémon. We expect that evolution to cost 100 Candy.

4. Best options for buddies
Depending on what your goal is, you'll want a different Buddy.
GAINING XP: If you want to gain more XP to level up faster, walk a Pidgey. You could also walk any other common Pokémon that takes no more then 25 Candy to evolve.
LEGENDARY POWER-UPS: If you are short on Legendary Candies and Rare Candy, make sure to walk a Legendary during the two weeks. With a normal distance of 20 kilometers per Candy, it is the biggest savings.
OTHER: Anything you need Candy for to add them to your Pokédex (with the exception of those that have increased spawns) or something you need to power up for an upcoming EX Raid (for either Mewtwo or, possibly, Ho-Oh).
