Overview

After beating your Ho-Oh, look for the following CP values. These values are those of a Ho-Oh with perfect IV's.
  • REGULAR: 2222
  • WEATHER: 2778

Ho-Oh has 239 attack, 274 defense, 193 stamina. As a Raid Boss, it has a CP of 48276.

Ho-Oh is a Flying-type and a Fire-type. It has access to the following moves:
  • FAST MOVES: Steel Wing, Extrasensory
  • CHARGED MOVES: Fire Blast, Brave Bird, Solar Beam

Counters

Golem

Golem is the best counter to Ho-Oh. It's full Rock-type moveset and attacking speed capitalizes on Ho-Oh's double weakness to Rock. Be wary of Solar Beam, as Golem has a double weakness to Grass.

  • FAST MOVE: Rock Throw
  • CHARGED MOVE: Stone Edge

Tyranitar

Tyranitar is the second-best counter to Ho-Oh. Unfortunately, it doesn't have a Rock-type Fast Attack, but its massive attack stat makes up for that.

​Here are the moves you'll want:
  • FAST MOVE: Bite
  • CHARGED MOVE: Stone Edge

Kyogre

Kyogre is the third-best counter to Ho-Oh. As the best Water-type, it will hit hard with super-effective attacks. Be wary of Solar Beam when using this Pokémon.

​Here are the moves you'll want:
  • FAST MOVE: Waterfall
  • CHARGED MOVE: Hydro Pump, Thunder

Raikou

Raikou is your best choice for an Electric-type counter. It attacks very quickly, and should be able to take Ho-Oh's hits.

​Here are the moves you'll want:
  • FAST MOVE: Thunder Shock
  • CHARGED MOVE: Wild Charge, Thunderbolt

Zapdos

Zapdos is a good alternative to Raikou. Its Legendary stats give it a lot of power, but it doesn't have access to the fastest or best Electric-type attacks.

​Here are the moves you'll want:
  • FAST MOVE: Charge Beam
  • CHARGED MOVE: Zap Cannon, Thunderbolt

Gyarados

Gyarados is the best alternative to Kyogre. It attacks very quickly and with a lot of Water-type power. As with the other Water-types (as well as Rock- and Ground-types), watch out for Solar Beam.

  • FAST MOVE: Waterfall
  • CHARGED MOVE: Hydro Pump

Other  viable  counters

For alternative Electric-types, Ampharos, Jolteon, and Lanturn are your best choices.

For raw damage, Rayquaza, Dragonite, and Salamence are best. As Dragon-and-Flying-types, they'll resist Fire Blast and the dreaded Solar Beam. Mewtwo can also be used as a high-DPS counter.

For alternative Water-types, Vaporeon, Suicune, Kingdra, Milotic, and Omastar are best. Lanturn and Salamence can also be used as Water-type attackers. Omastar can also be used as a Rock-type counter.
