Overview

After beating your Lugia, look for the following CP values. These values are those of a Lugia with perfect IV's.
  • REGULAR: 2056
  • WEATHER: 2570

Lugia has 193 attack, 323 defense, 212 stamina. As a Raid Boss, it has a CP of 42753.

Lugia is a Flying-type and a Psychic-type. It has access to the following moves:
  • FAST MOVES: Dragon Tail, Extrasensory
  • CHARGED MOVES: Hydro Pump, Sky Attack, Future Sight

Counters

Raikou

Raikou is the best counter to Lugia. Its Electric-type moves will hit hard, but it may be one-shot by Lugia's Charged Attacks.

  • FAST MOVE: Thunder Shock
  • CHARGED MOVE: Wild Charge, Thunderbolt

Mewtwo

If you have a Mewtwo, make sure to use it. It cannot take too many hits, but it can put in some work. Its sky-high attack stat and Ghost-type attack.

  • FAST MOVE: Psycho Cut
  • CHARGED MOVE: Shadow Ball

Tyranitar

Tyranitar is a great counter to Lugia. It attacks with a lot of speed and super-effective power. However, do not use it if the Raid Boss has Hydro Pump.

  • FAST MOVE: Bite
  • CHARGED MOVE: Crunch, Stone Edge

Kyogre

As with many other Raid Bosses, Kyogre is a great choice. It is a great attacker, and can hit hard with a super-effective Ice-type or Electric-type Charged Attack.

  • FAST MOVE: Waterfall
  • CHARGED MOVE: Blizzard, Thunder

Zapdos

Zapdos is also a great counter to Lugia. Like Raikou, it hits hard with its Legendary stats and S.T.A.B-boosted Electric-type attacks.

  • FAST MOVE: Charge Beam
  • CHARGED MOVE: Zap Cannon, Thunderbolt

Rayquaza

Rayquaza is a great generalist. It won't be able to take many hits, but it will deal much damage to counterbalance that. Although the move is weak, you could use its Rock-type Charged Attack.

​Here are the moves you'll want:
  • FAST MOVE: Dragon Tail
  • CHARGED MOVE: Outrage, Ancient Power

Articuno

Articuno is a great Ice-type counter to Lugia. Its attacks deal super-effective damage, and its good defensive stats will allow it to take Lugia's hits.

​Here are the moves you'll want:
  • FAST MOVE: Frost Breath
  • CHARGED MOVE: Ice Beam, Blizzard

Gardevoir

Gardevoir is one of the few non-Legendary counters that makes the top tier list. It deals a large amount of damage, and has access to a fully-super-effective moveset.

​Here are the moves you'll want:
  • FAST MOVE: Charge Beam
  • CHARGED MOVE: Shadow Ball

Other  viable  counters

Ampharos, Lanturn, and Jolteon are the best of the other Electric-type options. Walrein, Lapras, and Jynx are the best of the other Ice-types.

Omastar and Golem are the best Rock-type counters. Umbreon, Houndoom, Gyarados, and Absol are the best of the Dark-type options. Be careful of Hydro Pump when using Golem and Houndoom.

For raw damage, use Dragonite and Salamence. If you want to use a Ghost-type, Gengar and Banette are your best choices. When using Gengar, be wary of Psychic-type attacks.
