Electivire is the evolved form of Electabuzz. Upon evolving, Electivire will gain a much-needed buff in its stats and is expected become usable as an Electric attacker. We estimate it to take either 50 or 100 Candy to evolve an Electabuzz. In the main series games, the evolution also requires an Electirizer (an Evolution Item we don't have yet in Pokémon GO), which we expect to also be required.
PLACE IN THE META: Assuming it gets access to the moves it needs, Electivire will become relevant in the current Pokémon GO metagame. While it will be a bit of a glass cannon, it does have slightly more Attack than Raikou. This means it won't be a good defender, but it will be a good Gym attacker / Raider (granted none of the Generation 4 Legends are weak to Electric-type attacks).
We mentioned above that Electivire is a lacking on the defensive side. It's glassiness is not as bad as Gengar, though. It does have better Defense and Stamina than the popular Ghost-type, and a better typing. As a pure Electric-type, Electivire is only weak to Ground-type attacks. It resists Steel-, Electric-, and Flying-type attacks.

Thunder Shock
Low Kick

LOOKING AHEAD: Looking beyond Generation 4, Electivire gains no evolution, Mega Evolution, or exclusive Z-Move.
